Since the funding of USAID travel comes from the United States Government, all USAID contractors, sub-contractors and grantees must comply to travel mandates rules and regulations.  Even foreign nationals traveling on behalf an project funded by USAID should comply with the “Fly America Act” requirements among other criteria set by USAID.
